The latest housing price index has increased rapidly although the rate of house supply has increased because of housing supply policy. Especially, this market distortion has been shown in the new apartment housing market in the capital region. Market distortion is resulted from the failure of governmental housing supply policies that focused on the quantitative increasement and ignored the consumer's demand. How the consumers preference affected on the house purchasing is important consideration for stable housing market. So, this study is aimed at analysing the consumer's preference with factors that affected on the house purchasing using the AHP(Analytic Hierarchical Process) in housing market of the capital region. And the results are as follows; The house consumers' considerations have changed from the structural and physical factors to environmental factors such as educational and transportation network that affect on increasing of housing price. These tendency is different from that of the other region and time period. So, we need to operate a flexible housing policy that accept a market change from the quantitative to qualitative and focus on the increasing of own housing price. AHP results said that speculation is considered as a very important factor for monthly rent house residents, over 51year-old-age group, high income level people, house owners. It means that housing supply policy need to be focused on clearing objectives and target group. And target group who live in rental house has to be considered firstly and also the non target group-like own house group- has to be limited to a new housing market.
