Our constitution adopts the representative system for the sake of practising of national sovereignty at present. But it has not been regarded as a perfect theory. So the needs to made up for it exist. So people would like to make up for it as the people's participation.
This problem is applicable to local autonomy. So this paper discuss about the realization of national sovereignty on local autonomy for the purpose of further development of local autonomy.
As the result, this paper reached the conclusions that the essence of resident's participation is to realize the national sovereignty and that it is needed to make the most of resident's participation to local autonomy. so this paper suggest many alternative plan to resident's participation.
At the same time this paper evidently refer that resident's participation is not omnipotence and that so it is important that resident's participation is accomplish in limit of constitutional principle.
