The era of the King od Donseong of Baekje is interest in the district of Sabi as capital is appeared from the era of the King of Dongseong. The time of concrete planning which transfer their existed capital to Sabi is King of Mureoyung. Mureoyung decided their capital moves to Sabi after announcing that Baekje become the powerful country again in and out abroad. But this plan stopped in AD 523 because of his death. The King of Sung restarted the plan in AD 525. In order to the transfer from their capital to Sabi smoothly, The King of Sung received Buddhism, and coordinated the relationship of various political power groups. As the result, the earlier times of Sabi, The political power groups is on the side of the King because of making their power stable to the relationship of authority of King on the basis of political, social and economic power. The political system of Sabi is operated smoothly on the center of authority of King, especially, through the rearrangement of national organizations and positions. The 22 department are made. The system of 22busa are also made According to these positions. And the system of Six chwaphyung are maded by these installation 22busa are divided into 12 internal departments taking charge of general affair of King family, and 10 external departments taking charge of general affair of the other affairs in which the Jwaphung is the top of position. Some allegiants have two position according 6 jwaphung having 10 position. The Political power of nobles is owed by the public position system inferred from that the function of Jwapyong is changed to the public position and the installation of 22busa. Therefore Daesungpalchok (the tribes having 8 great family names) have the meaning of the most powerful tribe on the aspect of social and positional status after the system of Baekje rearranged bureaucracy organization.
