Yosakoi-Soran-Matsuri is held June every year Sapporo-city in Japan. This festival is modern unban festival since 1992, and estimated the best successful festival in festival nation Japan. Last year(2003) 330 teams(44,000 dancers) participated in this dance festival, and competed Yosakoi dance. When festival season, about 2 million peoples visit Sapporo city and give rise to economic effect more 20 billion yen(¥). This festival became to make Yosakoi-culture, so contributed to regional activation.
In these context, this article try to contribute our local festival activation by proposing the actual circumstance and successful points of Yosakoi-Soran-Matsuri. This approach is composed three steps. At first, grasping the real state of festival. I have already practiced participant observation to the 12th Yosakoi-Soran-Matsuri in Sapporo. So I'll compose the festival ethnography. Secondly, presentation of successful points by understanding the basis and realization of Yosakoi-Soran-Matsuri. Thirdly, groping of applicable possibility to Korean local festival by comparing Yosakoi-Soran-Matsuri and Rio-carnival in Brazil.
I think that festival basis cause by four elements, that is, traditional culture, ideology, organization, economy. The basis of traditional culture means cultural tradition related with that festival. The basis of ideology means the ideology related with purpose and inclination of festival. And the basis of organization is the people pool and network of several organizations as subjective participants of festival. The basis of economy means material and financial basis of festival. In these basis, festival is performed concretely and become to acquire the ontological meaning, social meaning, cultural meaning and economic meaning by interacting with basis and realization of festival.
I think that we must consider strategic elements in designing master plan and development strategy as next.
First, the ideology that consider meanings of festival as ontologic desire of experimental subject.
Second, historical and cultural consideration about the context of local society.
Third, including every generation, especially youth and women.
Fourth, management of organization by non-governmental people and invention of permanent profit structure.
Fifth, subjective participation and a charge of expenses.
Sixth, autonomous management system by independent area activities and effective practical use of participants.
Seventh, multilateral operation of festival space and concurrent performance.
Eighth, setting up main performance that local people can participate easily and exclusion of sundry performance.
Ninth, enhancement of quality and understanding, and security of popular support through education about main performance.
