Lately many people become concerned with environmental issues. Along with this tendency, the paradigm of urban policies has changed from 'development' to 'sustainable development'. However, the Green Belt policy changed in adverse direction i.e. from 'preservation' to 'development-oriented'. Why the policy changed in this direction?
The purpose of this study is to analyze the causes of the policy shift from the perspective of policy network. Most policy network studies have focused on processes within networks and have paid little attention to the conceptualization of policy outputs and the theoretical link between network type and policy outcomes. This article examines policy contexts, policy problems, actors within policy networks, their interrelationships, and the types of the Green-Belt policy network, which are divided into three periods, 1971-1987, 1988-1997, and 1998-2000. Then it examines how these factors influence the policy outcomes - policy paradigm, policy goals, and policy instruments. Finally, this article presents the advantages and policy implications of policy network theories.
