The rural villages to which the society paid attention these days were demanded to develop and make change: Therefore, the rural villages should be free from administration agencies and other dependence to create everything independently. To develop rural areas, the community should make decision in democratic way to disclose planning and practice of village development strategies to the residents and to be given the residents' consents, participation and supports and to get cooperation from neighboring villages and to get supports from administration agencies. As a comprehensive plan to promote such a work, the terminology of village innovation system was recently used.
Currently rural areas are short on industrial foundation and innovation capacity, and are lack of detail strategies to establish innovation system. Moreover, many rural areas can not even satisfy minimum requirements for establishing innovation system. Hence, it is required for rural areas to have detail strategies to strengthen their innovation capacity in order to narrow gaps in growth of urban and rural areas and to attempt sustainable development in rural areas. The most important thing is that local dwellers should reach democratic mutual agreement for all those processes.
We suggest that the central government was demanded to expand policies for rural areas and to make more political projects and to let reformers at rural areas make use of the government's policies from long term point of view.
