The secretary's participation in the decision making process in official organization will do much for the administrative effectiveness and the development of the organization. A secretary needs to acquire expert knowledge of decision making, take part in it actively, and receive official support from the organization in the view point of the policy.
Firstly, a secretary administration can help relax the top-down control of the superior officer, and enhance the democratic administration. A secretary can enhance the effectiveness of the secretary administration and the trustworthiness of the official tasks done by the administrator by taking charge in executing the basic policy decided by the administrative organization.
Secondly, a secretary can help clarify the limit between the duty and power around him or her. The more specialized secretary administration is, the more intensified the power and role of the secretary are. The limit between the duty and power will become clear, arid responsible administration can be induced. An administrator can bring about rational decision making by funnelling the power to a secretary, thus saving time and money and harmonizing the interests and conflicts between constituents.
Thirdly, a secretary can help reduce trial and error. Secretary officials can give the administrator counsel and information based on their special knowledge of the task, and can prevent or reduce trial and error brought about by ignorance and lack of experience. A secretary can satisfy the diverse needs of the customer.
Fourthly, a secretary can be the supporting center for technical information. A secretary official should develop the infrastructure of organizational information and support and control the administrator with technically informative tools. secretary should become the supporting center for technical information servicing to the customer. A secretary should help the administration to carry out the leadership in the various fields.
