Since the Second World War before 1990s, North Korea and Japan had not communicated in diplomatic level between the governments while economic exchange among private sectors had been vivid. Political talk, however, started in 1991 and the summit of two countries was held in September 17th 2002. Some of Nuclear issues in North Korea were resolved satisfactorily to Japan, but there have been conflicts in prerequisites of Amity between the two countries: North Korea insists withholding compensation for colonial experience from Japan, while Japan argues for economic cooperation rather than the compensation.
Not withstanding the two countries' parallel diplomatic position, the September 17th summit is estimated to improve the North Korea-Japan relations and the East Asian political environment because the summit was for exchange of each side's opinion on resolving the issue of abductions, compensation of colonial experience, security of two countries. If normalization of diplomatic relations between the two countries is achieved, it will be expected that the political environment around Korean Peninsula will be significantly changed, especially in Great Powers' relationship with North Korea. For instance, the United States and China may compete for North Korea and the relationship between Japan and the US policy towards North Korea may be modified. In aspects of North Korea, friendly relations can get benefits to the overall economy and it will help current policies on open economic policies.
