The purpose of the research was to offer improvement plan of organizational strategy for the Korea handball federation. This researchers have analyzed the present strategy plan of organization based on qualitative research methods. This research participants are composed of total 8 persons from each two federation staffs, instructors, referees, players, and data are gathered and analyzed by in-depth interview. The federation current status and improvement plan are categorized by four parts as belows:
1) The management of federation needs various types of referee's training course, placement of professional sports administrative staff, the expansion of exchange with foreign sports team, the expansion of public relations (PR) activities through on-off line of internet.
2) The structure of federation essentially needs manpower expansion, responsibility allotment between the post, the newly foundation of leisure sport section, changement of autocratical structure.
3) The current key assignment is the secure of exclusive stadium for handball, the modernization of stadium facility, disposition of sports marketer, the increase of new team foundation, inroad into International Handball Federation (IHF), groping plan for the connected class with school, Handball's revitalization plan to leisure sport.
4) The management of event needs starting of night game, the expansion of game to metropolitan area, the expansion of PR activity through various types of mass media, the improvement of referee's judgment, establish of handball record statistics.
