Korea has experienced a drastic economic development since 1960s, and it makes urban planning to seek only economic efficiency in a short period. The rapid urban development has given rise to accumulation of population and industry into a city, environmental contamination and high-rise development. The quality of life of inhabitants who live in a city, therefore, is worse and worse. We, however, were aware of such urban problems and have claimed to make secure urban environment for our everyday life. Especially, making the city for everyday life is very important for the elderly and disabled. They have a lot of social constraints as well as economic constraints because of physical constraints. Therefore, if such physical constraints disappear, they will be got the better life in a city.
In this paper, it proposes that the key solution lies in improving the physical environment in the level of neighborhood. This study aims to provide the development strategies of the community facilities for the elderly and make them lead daily life without help. This paper looks into the right to access of the elderly and the necessity to consider the right in the field of urban planning. In this paper, we have selected community facilities like welfare and medical facilities and neighborhood's parks which are for the elderly to want to be located nearby. This paper proposed the location criteria of the selected facilities for the elderly and considered the strategy for the community welfare network. This is a meaningful work in that it shows the strategies of the community facilities having a viewpoint of community care.
