This paper discussed some issues of direction and problem of Busan region's innovation centering on human resource development(HRD).
It is necessary to use and adopt for Busan such as follows.
Firstly, it would be come true first of all for local decentralization as its proposition for carry out HRD positively
Secondly, the policy of HRD will had to be drive forward in harmony with conditions of region. It is necessary to apply the model of role division between center and region(Britain type) or the model of decentralization(Germany type) among several type of RHRD(models of role division, university independent, centralization and decentralization) to our RHRD.
Thirdly, it must be different in grade the support applying evaluation system in order to effect continuously in the policy of RI and HRD.
Therefore, it is necessary to develop and apply evaluation system for different support in response with government's support style of 'selection and concentration'.
Fourthly, it must be accomplished education of consistent field research and reinforcement of joint system among industryㆍuniversity' governmentㆍinstitution. As a concrete methods, it is necessary positive measures such as educations of expert and lifelong to teach practical knowledge in the field and protect manpower's outflow for the long time. For example, that's a 'Manpower 21' as model of Singapore's policy
Fifthly, we should be develop and accomplish RI and RHR through reinforcement of young scientist's oversea field study, role division and network between university and institution.
