Though we have often come across the word of "Outsourcing" through mass media lately, the outsourcing having risen at the time of IMF financial relief has spread, in a completely different form from its start, widely up to small and medium enterprises including major companies. The outsourcing like M&A is only a strategic management means for their businesses to the members of the organization. "Fortune", an international economic magazine, foretold about the enterprises' images in the 21st century, The existing organizations will be dissolved, and "a free-lance economy" are will present itself which a production method also is done by a free contract. ' We can guess that the 21st century like this will require the fundamental change of paradigm in the business management, and that the completely different employment form from that of the past will be organized. This research tries to present it as the preliminary data of the management performance through the competitiveness improvement, capacity strengthening of the core service, the detailed plans for each item and the careful setting for the check lists of each operational courses in a hotel industry by analyzing problems occurring when introducing outsourcing.
