Natural Conservation Zone managed by improvement planning of the Metropolitan Area. Natural Conservation Zone can be zoning by a variety of objectives of environmental conservation zones. The most recent, Natural Conservation Zone experiences environmental issue and regional development issue because systems of Natural Conservation Zone change. From that aspect, this study is to suggest reasonably reorganization plan of Natural Conservation Zone of the Metropolitan Area. And this study was carried out through analysis of written records. The major results of this study can be summarized as follows; First, Natural Conservation Zones with similar objectives and functions should be merged if there are not many obstacles. Second, a model project of eco-city can be introduced as a key to the solution of Natural Conservation Zone’s environmental issue and regional development issue. Third, citizen participation is expected to be core means of regional development planning for sustainable development of Natural Conservation Zone
