Fast progress toward urbanizing and industrializing cause accelerating he environmental changes, centralizing of population and enlarging of dependency to infrastructures. In consequence, diversity of disasters and vulnerability of society to disasters tend to increase. Especially, due to disasters as catastrophic events, affected residents lose their families and livelihoods, are hard to encourage for rehabilitation, and have disaffections to government. Many kinds of efforts to reduce and prepare the effects of disaster for people’s safer life are executed by government and public institutions. However, their efforts are not satisfied by citizens because of the characteristic of disasters such as unexpectedness and large scale events. So, Importance of the cooperative efforts by government, public institutions, and private sectors and the necessity of cultures on disaster prevention is increased. In this study, as the best countermeasures, the disaster prevention education is emphasized for establishing the disaster prevention culture.
