The purpose of this paper is to empirically study about the research of problem and reforming the local governments.
In korea, reforming the Gu-system of metropolitan area is started 1995 year by nonefficiency and 65percent of korea population live in metropolitan area then metropolitan area needs special management and implement.
Reforming of Gu-system is confutated because Gu-system is planned by politics
But reforming of Gu-system is not developed because of injury of democracy. Gu-system need to study with efficiency and democracy. It can intensify to transformation of administrative environment and preparation of competition.
Recently, concentration of population to metropolitan city need to many conference. Conclusively, Solution of the problem to metropolitan city-Gu system is to unite resident's opinion and political decision.
