A subsidy is a form of government support extended to an economic sector (or institution, business, or individual), generally with the aim of performing an activity that the government considers beneficial to the economy overall and to society at large. However, the problem is that subsidies can exert adverse effects on our economies and our environment alike. In this line some subsidies are on agenda in that they are detrimental to the environment. They are called environmentally harmful subsidies.
This study aims to tackle the problem of environmentally harmful subsidies in the context of local government, Gyeonggi Province. It is documented in the following:
- Conceptual definition of environmentally harmful subsidies is clarified. The problem is strived to solve in this paper that the definition is diverse, vague and complicated.
- Calculated is the total scale of subsidies in 1st energy sector of Gyeonggi province.
- Investigation and review are put on OECD's case studies and preview researches on the subsidies perverse to the environment. Policy implications are induced from those.
- Illuminated are strategic measures to overcome the barriers to the reform of environmentally harmful subsidies.
According to the result of this study, the total scale of environmentally harmful subsidies levied on in the 1st energy sector in Gyeonggi Province is estimated 6,585 billion Krw(Korean currency: Won) which are decomposed into two parts at large, financial(and economic) supports and social costs. As of 2006, financial supports amount to 372 billion Krw and social costs(so-called environmental demage) to about 6,212 billion Krw.
This study points based on the review of various case studies including OECD's that as regards the reform measures of environmentally harmful subsidies in Gyeonggi province, application of OECD checklist and transparency increasing actions above all should be taken into account.
