In normative terms colonialism is best characterized as a form of structural injustice, in which agents operating in a social context predicated on a morally objectionable value-basis produce unjust outcomes. A structural normative analysis of the Japanese colonization of Korea, and the military comfort system, in particular, does not support a simplistic division of colonizers and colonized into perpetrator and victim roles, but reveals a more complicated picture of social agency and responsibility. In these contexts of structural colonial injustice, some individuals and groups among the colonized population contributed to shaping and perpetuating an unjust social structure, from which they may have derived some benefits at the expense of their more vulnerable compatriots. Contemporary practices of redress fall short of an adequate moral accounting for colonial injustice when they enforce a simplistic moral coherence on the past in order to stabilize contemporary social identities or shore up internal political legitimacy.
