The Korean king used the signing of the 1876 Treaty of Amity between Chosen and Japan to begin adopting the western system of international law. The conclusion of treaties of amity and commerce with the U.S., England, and Germany in 1882 showed a strong desire to enter into this new system, so much so that concluding treaties with the Western powers presented few worries for Korea. Because the Chosun government actively pursued the necessary preparations for signing these treaties, the benefits of tariff autonomy were, in fact, achieved through these diplomatic arrangements. These circumstances differ from those of Meiji Japan, which was forced to endure unequal tariff regulations in the wake of the sudden shock of the 'black ships" and a divided public opinion. The task faced by Chosun Korea was not in its relations with the West but in re-arranging its traditional relations with China.
By the time of the conclusion of the Treaty of Amity and Commerce with the U.S., the Chosun monarch and his court had already been its search for a strategy to solve this problem. They quickly sent an official to negotiate with the Chinese to put an end to the long-standing system in which an envoy shuttled back and forth between Chosun and China, and wisely suggested to carry out a plan to establish a system of permanent diplomatic residence. However, Ching China showed no willingness to modify its traditional relations with Chosun, in spite of the fact that it went as far as to suggest that Chosun establish friendly relations with the U.S. Hence, China naturally displayed a negative attitude towards the proposal presented by the Koreans. In fact, the Chinese court considered this proposal as a Korean attempt to break away from its sphere of influence, and produced the opposite effect of strengthening China's suzerain relations with Chosun, "This policy was most detrimental to Korea's modernization, and hence the struggle by the Chosun government against it was more demanding than Japan's efforts to revise its unequal treaties with the Western powers. In order to overcome the stronger than expected resistance on the part of the Chinese, the Chosun government attempted a number of negotiations with the Russians. Nevertheless, all of the secret contacts with Russia ended in failure, and at each failed attempt, the Chinese put more pressure on Chosun. Although the decade of the 1880s was the most important for Korea to carry out its modernization projects, it was forced to waste that valuable time, burdened by China's strong opposition to its attempts at participating in the new international system.
