There are three rules concerning the trade of service and it is desirable to give priority to the emergency safeguard, subsidy and government supply in that order. This is because the negotiating countries mostly composed of developing nations approach negotiations with such priorities, and the primary goal of service negotiations is to open markets and vitalize the service trade by relaxing domestic regulations.
In addition, the rule of emergency safeguard is important in that our country may invoke the rule or may be subject to it.
The safeguard should not be handled carelessly at the new round negotiations and it is most important to prepare adequate measures to prevent damage to domestic industries taking into account its nature of a limited period of time.
It is also imperative to carry out effective industrial restructuring in order to secure comparative advantages in international disputes.
