The merchandise classification is not only made use of in the process of custom declaration, registration of custom reduction and divided payment, and refund registration, but also is used as a basic material to establish government's economic and trading policies. However, the trading executors of trading companies have not sufficiently understood the practical use of HS yet.
This paper studied the basic reasons why the inquiry and conference frequency is increasing, and for this aim, many controversial issues are classified into several categories. And, this paper conducted a demonstrative survey and analysis on these issues and their features.
As results, these following suggestions are found ; First, the trading executors mainly decided the way of merchandise classification according to practical conferences related with the laws of export and import. Secondly, the trading executors' level of recognition on the procedures treating the practical affairs was obviously low, such as Tariff Schedules of Korea, the system of custom Finally, the fact that the reason why the trading executors so frequently require conferences related with the practical application problems of merchandise classification was their insufficient understanding of the merchandise classification principles, the lack of reference materials, and the lack of efforts for settling problems in regular order.
