It has been considered since long ago that there is a necessity for unified classification standard for commodities that are traded internationally in order to classify the items accordingly. It is an obvious fact that trade status can easily be clarified through precise and dexterous information exchange between nations. For this reason, there has been a constant effort to establish commodity classification system for each nation and economic blocks. The effort resulted HS, the most commonly used classification system in international trading. In the other hand, policy quality control is systemized management of government policy to prevent bad policies or failure of policies. Policy here can be defined as process of mutual concessions concerning valuable resources between politics and administrations. Therefore, in this dissertation, I shall discuss how HS commodity classification system, which is used widely for setting up customs duty rate, trading related policies and standard for trading statistics, is administered efficiently and correctly, concerning policy quality control.
