As Korea ranks first in terms of the number of ship-building orders, beating Japan, the checks of Japan and the European countries which have traditionally been leaders in the ship building industry are increasing. The EU has constantly used its trading power against Korea's shipbuilding industry, and finally it has led to the current stage of the trade dispute in which both parties, the EU and Korea, might involve the WTO in finding a solution. The likely scenario is that the EU would bring a case before the WTO, whereas Korea would keep negotiating. Therefore, Korea may need not only to find an agreeable solution, but also to consider a counter-suit at the WTO in connection with the payment of subsidies, in cooperation with the leading shipping lines.
First of all, in the case that Korea keeps negotiating by presenting the solution of yielding to the conditions, Korea must point out the unjustified demands of the EU and must make an effort to settle the dispute.
Second, Korea must cooperate with the shipping lines who are complaining about the rise in shipping charges caused by the EU's one-sided decision, and it must take the lead by putting pressure upon the EU directly and indirectly.
Third, if the excessive demands of the EU continue, Korea may need to seriously consider a counter-suit at the WTO concerning subsidies from the EU to European shipbuilding yards, in the middle to long term. In addition, Korea should take a decisive step to solve the wrong habitual practices and other problems that the Korean shipbuilding industry has. Korea should do its best to reform its shipbuilding industry to make it competitive and increase the quality. To do this, first, excessively low prices and high competition between domestic factories should be avoided. Second, the shipbuilding industry should maintain sound financial status by reducing the rate of debt. Finally, unnecessary checks from competitors in other countries should be removed in advance through restraining the extension of facilities.
