Silla that had been dependent on Kogury started to fight against it in the mid 5th century. It has been thought that the hostile relationship between them was not repaired and that the border had been the Sobaek mountains until the mid 6th century when Silla advanved into the Han River basin.
However, it can be assumed that there was a peace treaty between them because there was no combat in the 1st half of the 6th century. The Koguryo Monument in Jungwon can be read as a memorial of the peace treaty. Koguryo was in the threat of Baekje and Mulgil, so it needed to establish the new relationship with Silla.
A peace treaty is attended by setting borders. It is thought that Koguryo approved the Silla's dominium of the upper South Han River basin, which was the combat zone in the second half of the 5th century. There are some well-made hill fortresses in this area. These were made by Silla to territorialize the area after the treaty.
