The stevedore refers to the worker who engages in all kinds of loading and unloading works related to rail transportation, harbor, market, freezing and bonded warehouse and the like. Stevedore provide work under the trilateral relationship among the property owner, the cargo-working company and has the characteristic that they do not have the direct working relationship. For this reason, most of current labor laws are not applied to them since the stevedore have the establishment of the employment relationship to a particular company, Accordingly, it is necessary to conduct a study on the working structure, the form of work, the working condition and the like. As for the protection of the stevedore, emphasis has largely been placed on the protection of harbor stevedore. The foreign legal system is also confined to it. But the work of loading and unloading is widely prevalent throughout all kinds of industries such as market, rail transportation, cold storage warehouse and the like. Therefore, it is necessary to protect the stevedore employed in the work of loading and unloading the cargo. For this reason, this study was largely concerned with the realities, legal-system problem legislative protection plan and the like of the stevedore.
