This paper is a facilitator's manual for Korean juvenile restorative justice program. In Korea, more and more scholars have been showing deep concern at restorative justice. But practical program for restorative justice like family conferencing or victim-offender mediation program have never been developed in Korea. So we tried to make a small important step to settle the system of restorative justice program. Although macro practical system or environment for restorative justice program is not prepared in Korea, basic need to start something active right now induced us to make this manual, especially in the situation that juvenile delinquency and school violence have been serious and existing punitive criminal justice system has been proved not to be fully efficient.
This paper is not only a facilitator's manual for juvenile restorative justice but also introduction of program in itself and a procedure of program. The basic frame of this manual is based on family conferencing program of Australia's Queensland, but it is transformed something different from original for Korean unique justice system and school culture. It is able to be called by the name of school violence conferencing program. Simultaneously, it is a part of experimental trial on settlement of juvenile restorative justice program which is done by another research team of KICJP(Korean Institute of Criminal Justice Policy).
This manual contains purpose and detailed procedure of school violence conferencing program. The basic purpose of this program is to let school violence offenders feel responsibility for their misconduct or delinquency and to make them try to restore the results of their behavior. Restoring physical and emotional damage, loss of property of victim is also it's basic purpose. At the same time, it is for making offenders, victims and their family altogether to participate in procedure of settlement of the problem of school violence. And the basic procedure of this program is at first refering to school violence affairs, then nomination of facilitator or mediator, previous preparation step, making progress of program, and then mutual agreement. This paper also contains some technique of facilitator's(or mediator's) solving conflict affairs.
