This is a report on criminal target selection of burglars, robbers and thieves in Korea. This study attempts to investigate the way they select criminal target.
The theoretical background of this report is rational choice theory, especially target selection theory. Therefore this study explores the extent that burglars, robbers and thieves maximize benefits from crime and minimize costs of crime in case of selecting target. In addition, this study also analyzes the difference of pattern of target selection according to criminal's subjective condition such as age, criminal career.
For the research a sample survey was conducted, and official crime statistics was analyzed as well to compensate for the sample survey. The survey population for this study was all prison inmates arrested for burglary or robbery or theft and confined in prison in Korea. The sample was collected from 8 correction facilities from 30 August 2004 to 10 September 2004. A total of 417 respondents were selected.
As for the results of this study, criminals(burglars, robbers and thieves) did not always behavior like the assumption of rational choice theory. They didn't always maximize benefits from crime and didn't always minimize costs of crime either in case of selecting target. But there was the difference of pattern of target selection according to criminal's subjective condition such as age or criminal career. Roughly speaking, juvenile offenders or first offenders turned out to have the tendency to select their target randomly or to select simply conspicuous target. On the contrary, elder offenders and experienced offenders selected their target relatively rationally: They had the tendency to maximize benefits and minimize costs of crime when selecting their target.
But it is not easy to say uniformly that even those who is thought to be relatively rational always maximize benefits and minimize costs of crime simultaneously when selecting their target. Because they cannot select both aspects wholly all the time and therefore in many case they are driven by dire necessity to select only one aspect. In that case most of criminals appeared to have the tendency to select minimizing costs of crime instead of maximizing benefits. Only small parts of them, especially those who plans criminal procedure delicately, selected maximizing costs of crime at the risk of criminal costs such as the probability of arrest on the spot.
One of the fact this study have found is that the proportion of female victims of robbery(including break-in robbery) is large in Korea. Recently, the proportion of female victims of robbery is getting larger to the extent that it is larger than the proportion of male victims. Above all, those who committed burglary by means of force or fear(break-in robber: It is he most major parts of robbery in Korea) repeatedly turned out to have the tendency to select female victims intentionally on the ground that they are easy to control. It is a matter of grave concern in that the proportion of experienced robbers is getting larger recently in Korea.
