The purpose of this study is to examine the decision-making process of Korean Bureau of Far Eastern Section of Communist International. Korean Bureau was founded on the basis of the decision of Comintern on december, 1922. According to the decision, Korean Bureau should be composed on the balance of power of 4 different communist groups: the Shanghai, Irkutsk, Neutral and Bukseong groups. Anyone of them couldn't decide on the policies of Korean Bureau single-handed.
But the reality was far from the text of the December decision. For 6 months since the establishment of Korean Bureau, representatives of two communist groups could take part in the meeting of Bureau. In the latter term one more group could send a representative.
In practice, the decision-making was greatly influenced by only one communist group: the Irkutsk group. The other groups had little effect on the policy of Korean Bureau. As a result, representatives of two groups announced their withdrawal from Bureau.
The failure of the Korean Bureau was mostly due to the partiality of the Comintern's agents: Voitinsky, Kaufman, Fineberg. They supported the Irkutsk group single-handed. In all fairness, it may be true the agents strengthened the Irkutsk group against the other groups. The factionalism within Korean Bureau was further complicated by the provocative role played by the agents.
