This paper discussed about the direction of local government Cultural policies for Creative city Busan's Composition through the case study of domestic and abroad Creative City. By Exploring the situation and case implication of Beijing, Shanghai and Yokohama, we found that their cities could be Achieved economic growth firstly according to through the Creative Cultural Industry, then they established the identity as a creative city, at last they built an international network.
This paper identified the problem of Busan local government cultural policies that the city has not been driven by these policies systematically; lacked the cultural policy as a connection of culture and industry; vision of Busan 10 strategies have been distributed.
Based on these problem, we proposed some suggestion for constructing Busan Creative city. First, need to select the closed factories near Busan as the creative arts and culture district. Secondly, supply some urgent assistance for local officials and residents. Thirdly, it need to form cooperation among three nations(Korea, China and Japan).
