This Study examines the social welfare in history of social movements and the development of NGOs in order to understand the position social workers in the political mainstreaming. Throughout this study the role of social workers, who are definded mainly as the brokers or mediators between Client and resources, will be redefined as the social activists.
Welfare policies have not had the main positions in the social politics, and depend on the political Situation like a prerogative. The social welfare system is not yet understood as a holistic social systems. Welfare policies depend more on economic growth in Korea. However political positions of NGOs have improved.
Specially during following the history of the International Social Work it is evident, that the social welfare have influenced on the missionary and residual character of Foreign Voluntary Agencies. Because of such a Character of social welfare the roll of social worker today have limited as the brokers or mediators between Client and resources.
