The State Council is not a decision agency and just an advisory agency of this government. It is just located as a deliberating agency between of them in the current Korean constitution.
The president is not restricted by deliberating decision of the State Council under the law and he can make an other political decision from deliberating decision. In this case, there is nothing different from Cabinet Meeting just as an advisory agency in the American president system.
The State Council is the essential highest policy deliberating agency in the constitution. It is needed to introduce the state council to a decision agency in current management even its character is a deliberating agency to realize the constitutional purpose has written essential deliberating items in constitution and to prevent to running alone and mistake done by president and to make a serious decision in the management of many national policies.
There are many things to revise in the code of the State Council or in the realizing operation of the State Council. For the more, to prevent the dictatorship as the defect of president system, it is needed to change the current State Council to the cabinet of the parliamentary cabinet system by constitutional revision.
