This study aims to increase the publicness of transportation system in the urban development projects. The urban development projects trend to bigger and multi-complexity. The existing prescriptive dimension of the Traffic Impact Assesment is not enough for the mega. The purpose of this study is maximizing the opportunity of the creating attractive urban space through the new process for urban development projects. For the developing new process had been reviewed experiences and big urban redevelopment projects in Tokyo. 3 major institutional improvement solutions are recommended. First is the enact an ordinance for the proactive transport plan which is accompany by urban development department. Second is reforming administrative organization of Seoul Metropolitan Government. The new Bureau of urban development has charged the role of proactive transport plan. Third is making the new process which is the upper level process in the new proposed 2-track system for drafting and planning urban development polices. Finally public side should participate the beginning of the process, draw a consensus between public and private sectors and lead the proactive transport system. In conclusion, we suggest the change for new process starts from side of urban planning and establish ordinance and operating guide for Seoul.
