This research aims to identify the policy network among actors of Lowcarbon in China local government. China government initiated to adjust climate and energy-related projects based on the low-carbon paradigm to implement the policy and regional economic development. It focused on the ‘initial provincial correspondance strategies’ that are top-down planning process, still lacking the governance between central and local government.
For the purpose of this research, the formation of low-carbon policy in China examined the strategy of Chinese government to correspond with the international institutions. It imply the low-carbon enactment is not the matter of individual government but overpassing global society.
As a implication from the policy network analysis, it confirmed that the lowcarbon aspect need governance system between central and local government in terms of policy integration ranging from international institution to local government.
