This is a preliminary study to develop vocational program to support vocational retention of students at the Vocational Competency Development Center. The purpose of this study is to build the contents of the vocational education program for trainees at the center. Literature review, focus group interview, and delphi technique were used in this study to determine what capabilities(knowledge, information, techniques, attitude, experience) are needed for job searching and retention for people with disabilities. Also we tried to determine what contents should be included in the education program as well. As a result, 58 items on knowledge, 39 items on technique, 62 items on attitude, 39 items on experience were selected. The educational contents can be divided into 10 sections self-understanding, vocational understanding, life building(job building), job hunting skills, interpersonal relations and social skills, community training (work-study program), health program, economy education, primary education ability, law and common knowledge. This study reflects the current changes in the modern job market. We have renewed texts from vocational education subjects to provide essential information to trainees in order for them to attain and retain jobs.
