Schools are needed to facilitate an educational environment where students learn more safely and freely and where teachers devote themselves to educational activities more safely. Accordingly, the purpose of this study is to focus on legal issues of legal security for school safety accidents and to investigate them.
It is a must that the safety of students at school should be guaranteed. However, it is common that students are now learning at school without their safety secured at risks of being exposed to safety accidents, school violence, group violence, sexual crime and ostracism. As reported by the mass media, lots of problems are continually occurring at school. It raises our awareness that violence, ostracism, money-robbing, sexual crimes, etc. are committed at school.
Therefore, safety training cannot be overemphasized. First, an expert education institution should be established. Second, an expert qualification system should be adopted. Naturally School education must go side by side with training at home. It is thought that the consensus on the need to strengthen the school safety education has been formed, but the road to establish effective school safety system is far away because of teacher’s overloading about education.
