Public enterprises in Korea are most prevalent in utilities and network industries whose performance is of great importance to the Korean economy. Consequently, the role of public enterprises is seen as critical in ensuring the country’s overall growth and competitiveness.
The Korean government has been reforming public enterprises to match the citizenry’s contemporary expectations. This chapter, in this context, will review the reform experience with relevant theoretical issues. It is focused on the changing of the corporate governance system rather than full-scale privatizations, as there have been far more governance changes than privatizations in Korea’s reform of public enterprises. Korean newly-reformed corporate governance of public enterprises has become of great interest in many other countries, thus this chapter aims to be both descriptive and comparative, examining the historical progression of reforms.
