The milieu of Joseon intellectuals in the 19th century can be characterized by both positive dynamics and negative stagnation. The former can be attributed to the emergence of new ideas as a result of the breakdown of conservative Neo-Confucianism and the expansion of the knowledge among those who had been excluded; a shift from that of male noble class dominance to a more diverse one including women, the middle class, and even farmers. On the other hand, negative stagnation was caused by social, economic, cultural, and hierarchical imbalance. The dominance of official positions in the central government by the minor noble class, sajok (lit. literati kinship), in the Seoul area was one of main causes of disparity between the capital and the provinces. It is also noteworthy that different local provinces developed their own political factions. These imbalances in Joseon society became an obstacle for the government to efficiently handle domestic and international crises. The psychological bond between the central class with power and the provincial gentry began to fracture, and differences in observing and reacting to crises within and out of contemporary society were noticeable. In this situation, the middle class and the farmer class, with Sa(Confucian literati) consciousness, began to emerge as an alternative power group, brought together through the distribution of knowledge. While regional imbalance was the most negative social issue in the 19th century Joseon dynasty, popularization of knowledge and expansion of classical scholastic consciousness became potentials for the development of new possibilities.
