While solitary deaths of elderlies living alone are becoming an issue in the Republic of Korea, the number of these single-living senior citizens around the world is on a rising trend and the studies are actively being carried out for their lonely deaths. Thus, in this, paper, the author proposes a framework for their care based on the changes in the electric power production capacity and demands. The proposed framework is constructed on the basis of author’s preceding studies [1-6] and combines IoT technology with the power line communication networks. The framework was constructed based on the scenarios which were created on the 3 layers among the 7-layers of OSI and then, a test bed was created to check the performance. The study showed that this expandable framework was successful in its design and implementation. In addition, the test bed experiment confirmed that the elements in the framework worked flexibly. Previous partial research findings in the preceding studies [1-6] were published in both domestic and foreign conferences or journals, where the feasibility of each research was proven. The author proposes this framework by integrating all the results from the previous studies and describes the designs and implementations for the respective parts in the actual test product.
