This paper has examined the failure of the educational policy based on market principles of the last four years of the Kim Dae Jung`s administration. By indicating the seriousness of the problems stemming from this approach, the paper seeks to find an alternative proposal to educational reform based on the principle of `providing a quality public education for all.` To achieve this goal, the following steps need to be taken. First, 7% of the overall GDP must be allotted to the budget for education. Second, elitism in education must be eliminated through fundamental reform of the college entrance examination system. Third, educational system must be based on the principles of equality, universality, and professionalism. Fourth, the reform must strengthen public education and promote democratization of the educational system.
