Forest welfare is differ from social welfare, Forest is not the subject of welfare, is a good welfare resource. Forest welfare is not a universal word, is the political word that the Korea Forest Service(KFS) has used. KFS’s Forest Welfare Division conducts a research to enhance citizens’ quality of life and maximize added values of green resources.
The act for forest welfare promotion was established in 2015, enforced in 2016. Forest welfare facilities were not defined newly, were taken from the parts of the existing recreation, healing, environment education, and recreational sports. This act is only the one more regulation! Local government is not easy to accept a good policy. What is worse, what is differ from nature park?
So, a Gyeonggi-Do’s appropriate policy strategy is to select one site and make a forest welfare complex. KFS proposed the best sites would be forest service complex of culture, recreation, healing, care, leisure sports, environment education, and woodland burials. There are four possible sites in Gyeonggi-do, Our proposed site is Mt. Chukryung based on the best assessment scores, has had already good recreational and healing resources.
Finally, Gyeonggi-do must will get the flexible policy, (1) show an example following the central forest welfare policy, (2) find out and define the problems of the act and policy, (3) find out and enforce now the best management practices. We hopes that local nature park will be a forest welfare service provider.
