This paper, based on the critical geopolitical theory that understands geography as a discourse rather than as a natural phenomenon, explains how the editors of The Independent during the Korean Empire developed a major strategy of promoting Korea as an independent country through spatial expressions and geopolitical rhetoric. In this study, I attempt to understand the view of enlightenment journalism on international order and call attention to the role and position of English-language newspapers.
I first focused on articles from The Times, a leading British newspaper for news from the Far East at that time. This is because English-language newspapers in the Far East, including The Independent, were hierarchically subsumed into the newspaper networks of the British Empire and had a mutual influence. The Times" articles on Korea were produced based on the framework of the local discourse known as the “Far Eastern Question”. In this process, news on Korea spread a certain geographical image of the country around the word.
With this international environment as the background, the editors of The Independent made a conscious response to secure Korea’s identity as a sovereign state. They provoked international debate to prove to the Western powers, who considered the Korean affair a secondary local issue, that the Korean affair was intertwined with the question of the world. The editors made great efforts to develop local discourse and create an external image that would establish an environment in which Korea could become self-reliant. Domestically, on the other hand, they delivered the local discourse and the geopolitical representation of the West as they were through the Korean edition of The Independent. This double discourse strategy was a conscious decision by The Independent’s editors to secure the legitimacy of modern reform with the creation of public opinion that differed from its English edition.
The Independent sought to influence international public opinion by actively bringing about the problems and taking issue with the Western media’s coverage of Korea. Of course, these attempts by English newspapers in Korea to bolster Korean sovereignty did not reach far enough to overcome the existing inertia and bring about changes in foreign policy, but they played a role in raising the important issue of Korea among international interests, thereby laying the foundation for Korea"s independence.
