Red tide is natural calamity that has constantly occurred in the past. When 『The True Record of the Joseon Dynasty』 and the like were examined, the frequency of occurrence was lower than that of other natural calamities, but red tide was classified as natural calamity that the state should pay attention to. Red tide was understood as reprimand that God gave to the king, based on traditional theory of a Natural Disaster.
The biggest damage of red tide was the death of fish and shellfish like the present. And there occurred a case people were poisoned or died because they ate fish and shellfish which had died due to the toxic substance of red tide. Therefore, if red tide occurred in the seas where seafood to be offered to the king was collected, the collection and offer of seafood was prohibited. When red tide occurred, the emitted fishy smell sometimes caused problem with the production of salt.
When red tide occurred, the first measure taken by the Joseon government was Haegoe ritual. Red tide was regarded as strange natural calamity that god allowed. So, ancestral rites to resolve this was performed. And king"s fear very greatly and Introspection was emphasized. When red tide occurred, government officials used it as a chance to deliver a remonstrance on the king"s mistake and take a political countermeasure for dealing with matter or case which was not settled in ordinary times through the press by using heavenly judgment and natural calamity as excuse.
