The purpose of this study was to investigate the exclusive factors from the service, and effects on 10 elderly disables who have experienced service alienation among disabled persons using community cafeteria. The results of the research are as follows. First, the question of the factors for the elderly disabled welfare center alienation service is as follows: "inconvenience of accessibility and facility", "inadequate information utilization ability and troubles from the service procedure", "lack of program operation method". Second, the question for the effect of the elderly disability welfare center service on disable elders was studied as "the effects on inhibition of individual rehabilitation", "generation of disable elders’, ‘welfare blind zone ". Third, the task of asking about the developmental direction for the disable elders to participate in the Welfare Center is to be considered about the characteristics of the disable elders, and family community attitude. In sum, in order to minimize the alienation experience for disable elders, Welfare Center for the Disable people requires the development of programs for elderly people with disabilities, inclusive convenient management in welfare centers. The aim should be to improve the accessibility of various types of disabilities as well as concrete measures like expanding the means of transportation.
