This article examines the financial system of the Peking Police and its structural change in early period of Republic of China by focusing on the financial crisis that had resulted from the repetitive delayed payment of salaries of the Peking Police Department in the late Beiyang Government. I suggest that it need to review the financial crisis and new financial structure because it not only had a strong influence on the Peking Police organization but also created a great reflection on Peking society. Since the late Beiyang Government the collection of the police monthly salary had intactly continued to Beiping Municipal Public Security Bureau in the Nanjing Nationalist Government and impacted on its tasks. I insist that in order to understand the Peking Police in the late Republic of China it need to examine the financial structure in the late Beiyang Government.
Therefore, this article focuses on some cases as below. Firstly, I show that the financial aggravation and the delayed police payment of salaries in the late Beiyang Government caused the financial crisis and the change of financial structure creating the compulsory collection of government officer’s salaries. This article examines the response of the opinion in Peking. In this article I show that how the Peking Police Department succeeded in collecting the police monthly salaries and how its system was operated.
