The purpose of this paper is to present the consolidated performance management system for local governments. Since the introduction of local self-governance system and changes in administration environment, many local autonomy authorities have shown interests in using public resources efficiently and affectively and in providing high level of public services. In Seoul Metropolitan Government, many administrative reforms have been adopted such as performance-based budgeting, management by objectives, policy evaluation system among many others, in order to pursue result-oriented public administration. However, since MBO and policy evaluation system are not organically related with budgeting system when they are adopted separately, there has been a limitation to performance improvement due to the duplication of works for public officials and the lack of feedback systems. In order to improve the linkage between planning and budgeting, and to operate performance management systems efficiently and effectively, a model for the consolidated performance management system are developed in this study, According to this model, performance objectives and indicators that are finalized during performance planning and budgeting process can be used as ① evaluation index of MBO for each individual and bureau and ② objects for policy evaluation quarterly and annually. This can provide the efficient and consistent performance management for any local governments.
