The primary objective of this study was to suggest promotion strategies for the local food mart and to deal the food safety issues which is more complex than ever. With the increased complexity of the product offerings at local food mart, consumers and local governments have become more involved in ensuring food safety. The safe and fresh food became the necessary condition for the stable management of the local food mart and consumer groups require the food safety regulations and certifications for the product which is sold at local food mart. In this circumstance, this study tried to suggest the strategies how to raise the credit for the product offerings at local food mart rather than to manage the facilities of the local food mart itself.
Previous research papers were reviewed and case studies were conducted about the local food mart and farmer’s market from the other countries. Definitions and programs, and regulations about local food have been also reviewed to derive major policies for local food promotion at the provincial level. Especially, the U.S. state level regulations for farmer’s market were reviewed for the food safety issues in detail. And then, this study suggest those major strategies to promote local food distribution system and local food mart in Gyeonggi-do.
First, the provincial government need to set the standard manual before the local good mart start, so determine the policies how to support the newly opening local food mart and to set the management rules. Examining the community and producer’s interest are important with evaluating the market goals. Local market share, physical location, market master, budget, fees and rate, market rules, promotion are also major tasks.
Second, all the products offerings at local food mart should be required the GAP(Good agricultural practice) certification, and the Gyeonggi agroFood Institute could work as a major GAP certification institute in Gyeonggi-do. The agricultural technology center also could work as GAP certification institute within the necessary facilities and organizations in the city and county level. Gyeonggi provincial government need subsidy these certification procedure.
Third, the role of local food policy committee, which is implemented by law and rules, should be strengthened in provincial level, and the executive sub-committee will be necessary to communicate the related issues and to adjust the possible conflicts among those cities and counties. Fourth, the provincial government need to support the packaging design for small size packaging and to develop packaging materials. Local food system is direct marketing procedure from farm to local food mart, and to consumers. Development of design and packaging materials are more effective support policy.
Fifth, Gyeonggi-do as the provincial government could open the Local Food Center and work as the local food platform, manage the local f래 related issues and policies. Sixth, Gyeonggi-do expand local food promotion policies including product picking program, school meal program, education program with local community, etc.
However, this study remains further research in the effective operating systems, break-even point, optimal management size, fees, dividend of profit, etc. Regional boundary of local food also major research issues where the population is centralized in some area of the region. Decision making procedure is also important issues among producer, vendors, distributers, and producers
