Since the launch of the new government, there has been a growing interest in food plans, as the food plan has been selected as a national policy agenda and pilot projects on food plan have been developed. The government plans to establish a food plan for 100 local governments within the next five years, but the local government officials are not fully aware of the food plan. In addition, in order to establish a food plan, the goal of the food plan and detailed action plans are needed. Food plan needs to pursue the inclusive perspective embedded in the national and local food system. Therefore, wider considerations on nutrition, safety, education, environment as well as food production and food processing should be located within food plan. This study describes the emergence of the food plan and its significance by investigating the evolution of the food plan cases. Also, six Policy recommendations for local food plan are suggested in the study. 6 policies include ①basic research and spreading consensus on local food plan, ②building food information platform, ③strengthening capacity of local authority and cultivating policy coordinator, ④establishing cooperation structure between agricultural policies, ⑤improvement of public food service system, ⑥institutionalization of establishing local food plan.
