This paper traces the history of the development of rhetorical education in the United States (US) from colonial times to 1945 . The purpose of this study is to investigate how the objectives of rhetorical education were transformed as the socio-political context of the US varied. It examines three periods of rhetorical education: first, from colonial times to the first half of the 19th century; second, from the second half of the 19th century to the early 20th century; and third, from the early 20th century to 1945. This paper argues that around Independence , rhetorical education focused on Republican ideology to build a newly born republic in the US. From colonial rule to independence, rhetorical education followed British neo-classicist rhetoric, drawing from authors such as Thomas Sheridan, Hugh Blair, and George Campbell. Early rhetorical education emphasized the civic virtue of a speaker over the effective delivery of a speech. However, after independence, the goals of rhetorical education shifted to individual communication performance-expressing one’s thoughts effectively in public discourse-under the influence of Jeffersonian democracy, which preferred the rights of individuals, such as freedom of speech and the press, to powers of administration or federal government. After the Morrill Act of 1862 , in the second half of the 19th century , a department or school of elocution or oratory was established as an educational institution in American colleges, when large Midwestern universities became oriented toward mass education. Oratory and elocution became a basic course in these colleges. In the early 20th century, rhetorical education transformed its name to speech education , and a new profession was formed after the National Association of Academic Teachers of Public Speaking (NAATPS) was founded in 1914. This paper concludes that examining the transformation of rhetorical education in the US gives valuable insights into the discussion on the development of public speaking and debate education in Korean colleges.
