This paper is written to support the South Korean efforts of retaking the Operational Control Authority(OPCON) from the ROK-US Combined Forces Command(CFC) through analysis on military command mechanisms of the North Atlantic Treaty Organization(NATO), especially focusing on command relations. For this purpose, it revisits concepts of the unity of command and OPCON and compares the NATO with ROK-US alliance in terms of backgrounds, military organizations and command relations.
As a result, this paper found that NATO and ROK-US alliance had more similarities than differences. Furthermore, the NATO military commander appeared to have stronger power than the CFC commander by employing NATO responsive forces in peacetime and having additional command for standardization of concepts, doctrines and plans. The European members of the NATO do not consider the appointment of the US general as the NATO supreme commander the infringement of sovereignty but a tool to make the most of their alliance with the US.
