Capacity building is a term used to describe an activity designed to enhance an organization's ability to work effectively and efficiently. This paper aims to explore the ways in which local governments in Korea can build and strengthen their capacities to tackle local issues they face, especially in health care system. The conclusion of the paper is summarised as follow: First, existing indicators to measure the effects of capacity in health and population programs vary enormously. Most indicators focus on organizations focus on these levels. We found fever examples of system or community level capacity indicators, and no indicators to measure the linkages between the different levels; Second, methodological challenges to measuring capacity relate to the inherent nature and role of capacity and capacity building interventions in the health sector. Capacity and capacity building are never static and therefore difficult to capture. Capacity is multidimensional, and capacity development occurs in stages. In addition, there are numerous environmental or contextual factors that influence capacity and performance yet their effect is not well understood. so, since there is little empirical evidence indicating which elements of capacity are critical to health system performance, the choice of indicators to assess elements of capacity remains experimental; Third, documentation of the range of steps and activities that comprise capacity development at the field level is required to improve capacity measurement. Experience is needed in triangulation of data sources and use of assessment tools to monitor changes in capacity over time.
