The study is based on the Ministry of Education's organizational system at the point just before the formation of the organization. In order to vitalize vocational education from the viewpoint of lifelong education, it aims to derive coordination and cooperation with other organizations to form an optimized governance system. Therefore, in order to establish the agenda of the Ministry of Education, it is necessary to distinguish the overall national human resource policy in terms of manpower training and manpower utilization as follows. First, human resource training and education is to create talented people with the ability to lead the nation, and the use of talented people in the right place at the national level can be defined as manpower utilization. Second, efficient division of roles between the Ministry of Education and the Ministry of Employment and Labor is important to make the Fourth Industrial Revolution, a crisis and opportunity at the same time, an opportunity to strengthen national competitiveness. Third, based on the divided roles between the Ministry of Education and the Ministry of Employment and Labor, it is necessary to clarify the scope of tasks and build an organic linkage system between the two areas.
